We are aware of the Clean Production Agreement negotiated by ARNEC with the Chilean National Clean Production Council (CPL). For the benefit of our readers, could you please re-iterate the
to promote and educate fleet clients. The standard is related to energy efficiency with the aim of being able to definitively prove that the retreading process within the country is of benefit to the environment. We also need to show that the process of retreading mitigates the final disposal of the end of life tyre. The aim is to meet Chilean Government objectives in relation to the reduction of Greenhouse gases. The idea is that the methodology will be incorporated into the Nationally Appropriate Mitigation Actions (NAMAS) of the Chilean government. The first report on the progress has already been given to the Clean Production Council and has been approved.

You have also been conducting considerable work with regards to the new EPR Law 20920. What can you tell us about that?
DRE
Well, first of all the Association is preparing a workshop on the EPR Law, which will be held in Santiago at the end of May together with environment experts from the Ministry as well as with NAMAS experts from the government.
We are also working hard with the government to clarify and benefit from
the future implications of Article 4 of 20920, by which any potentially recoverable waste must be destined to its end avoiding its elimination. To this end the Environment Ministry is establishing, by means of a series of Supreme Decrees, a number of instruments intended to prevent the generation of waste. These Supreme Decrees are being introduced for specific sectors, one of which is the automotive sector, specifically in batteries, tyres and oil + lubricants.
A key impact of this will be that there will be supreme decrees for Eco-design, but also for certification and labelling as well as for mechanisms to assure environmentally sound waste management. ARNEC is looking for specific targets to be set for the retread sector so that we can compete with new tyres. In this way we hope to gain various benefits from the Government. We are currently studying EPR models around the world, but our impression is that currently none have specific benefits for the retread sector. Ernst and Young are also carrying out a similar exercise, and we are co- operating with them. They are working hard to try and explain to governments the importance of retreads.
