Ernesto Arriaga, the spokesman for National Roads Authority, described the scenario "A 80 metre bridge over the Balboa river, was being crossed when a tyre burst on the bus travelling at 85kph, quite a normal speed. The bus then leaned to the right and hit the guard rail, with the speed dropping to 45kph. The bus, by the time it had reached the bridge and a break in the guard rail had slowed to a minimum, but slipped over the edge, flipped and landed on its roof some eight metres below.” He added: "If the blowout had occurred a few metres sooner or later, maybe nothing would have happened."
