RMA Issues Clarification on Environmental Permits and Waste Carriers Licences
Furthermore the tyres must be stored in piles of no more than 10 tonnes each (although at the moment this latter requirement is subject to discussions with the Environment Agency and the Fire Service). For full details of the requirements can be found in the Government’s Environmental Permitting Regulations. The clauses about retreading are, appropriately enough, on pages 108 and 109. The regulations relating to waste carriers licences are a little more open to interpretation, which is why advice seems to vary depending on who you speak to.
Briefly the key point of the regulation is as follows:
If you carry controlled wastes for profit within Great Britain and you are not the waste producer, you need to register.
A waste producer is defined as the person who makes the change in a product that turns it into waste. In the case of a casing the waste producer is the owner of the truck on which the casing was originally fitted.
Tyre dealers do not currently need waste carriers licences to replace and carry away old tyres but they will after December 2013.
The Retread Manufacturers Association in the UK has issued a clarification to UK based retreaders on the law relating to Environmental permits and waste carriers licences in the belief that some retreaders may be confused about their obligations under this legislation. If you are a retreader in the UK, says the RMA, you
will almost certainly need both an environmental permit and a waste carrier’s licence
The current law relating to Environmental permits is as follows: If you are storing or treating more than 60 tonnes of cv tyres or 40 tonnes of any other kind of tyres over any 7 day period you need an environmental permit.

Elgi Acquires Pincott International
Elgi Rubber Company Ltd, the Indian tread rubber, equipment and retread accessory supplier has announced the acquisition of Pincott International Pty Ltd, the Australian manufacturer of rasp blades and gouges.
John Edward, Sales and Marketing Advisor to Elgi commented; “Pincott is one of the most respected
brands in the retreading industry. This acquisition provides Elgi with a world class product to compliment its retreading range”.
The acquisition of Pincott is the latest in a series of acquisitions by Elgi designed to strengthen the company’s product base and technology resources as well as to help develop a global presence for Elgi, which says it is focusing on two main areas - providing primary resources to the rubber industry with custom compounds and reclaimed polymers and providing one stop solutions in retreading (other than tread rubber and cushion gum), primarily to large networks.
The most recent acquisition by the company was the purchase of Rubber Resources BV, the Dutch company who supply reclaimed rubber under the Ecorr brand name. Combined with its own capacity, the acquisition makes Elgi the largest supplier of reclaimed rubber with an enviable clientele, says Edward. Other recent acquisitions include the Texas, USA based Durol Western, who supply string repair products and the Australian company Carbrasive Pty Ltd, who manufacture a complete range of brazed carbide tools for repairs of tyres, conveyor belts, rubber rollers etc.
Also under negotiations are the acquisitions of several speciality rubber compounding companies in the USA and Europe to compliment the ECORR line of products.
