            Organisational Changes at BIPAVER

anticipated that Gambassi will succeed Lankolainen as President in 2022.
 BIPAVER, the federation of national associations representing the European
retreading industry, confirmed a number of organisational changes at its Annual General Meeting, held on Tuesday September 22 via digital means. Firstly, BIPAVER confirmed the move of its headquarters from Leiden in the Netherlands to
down as General Secretary of VACO, the Dutch association and uncertainties over his
successor, as well as changes in the retreading industry in the Netherlands. Meanwhile, the Federation also announced its intention to apply to be an officially registered as
an EEIG – European Economic Interest Grouping at the European Commission. Until now BIPAVER has operated as a department of the national association acting as its headquarters, but now the plan is to establish BIPAVER as a
formal entity within the EC in order to minimize the legal, fiscal and psychological difficulties that persons, companies and other bodies face in co-operating across borders. As a result of this decision a new BIPAVER constitution has been sent out to members taking into account the legal necessities of the EEIG.
There have also been some changes in the make up of the BIPAVER Board. It

that Italy, the first country to be heavily affected by the pandemic, had experienced particularly negative impacts, with Guido Gambassi from AIRP reporting a 20.6% decrease year-on-year. Hot cure retreading was particularly badly affected with a reduction of 28.7% compared to only 14.7% for precure.

During the BIPAVER AGM one of the key areas of focus was an analysis of how these two events had affected Europe as a whole, and how that impact varied between the various EU 27 countries plus the UK.
On the issue of Covid, an impromptu survey of the various countries in attendance revealed a substantial variation in the impact of the pandemic on the retread market, depending on the speed the pandemic developed in different parts of Europe as well as the actions taken by individual governments. Overall, the market seemed to be reporting a decline in retread sector of about 10-15% during the pandemic, although this was generally less acute than the impact on new tyre sales.
It was not surprising to note
Spain also reported a decrease in business, partly due to the fact that factories were completely closed for a month. According to Pedro Espinosa from the Spanish association AER, the truck market had remained relatively robust during the pandemic but there had been a critical reduction in bus retreads.
By contrast, the Northern European countries tended to report a much more positive picture. Both Volker Nitz in Denmark and Jukka Lankolainen in Finland reported that the market had remained relatively stable during the course of the year. As far as the impact of the Anti-Dumping legislation is concerned BIPAVER provided an analysis based on Eurostat import/export figures from the region.
