                Spanish Retread Association Keeps Eye on EU
Likewise, the AER is still awaiting the conclusions of the RETYRE project, in which it has been realised that retreaders did not have to carry out tests to comply with Regulation 117, which would have meant an increase in tests that could not be economically viable for the industry. The AGM concluded with the figures of the sector, which ended the year with 20 manufacturers operating, and two others that it seems will resume manufacturing, but with a fall in the number of truck retreads by 10 per cent, making a total of 337,050 truck tyres and about 250,000 of car tyres. With regard to the Action Plan for 2018, attendees were informed of the Sector's information dissemination and communication plan, which includes an agreement with the journal Todoneumáticos, which includes a retread section, the continuation of the Agreement with INSIA and the Miguel Hernández University, to carry out a study on the retreadability of the various carcasses that are on the market, certification of the carbon footprint for retreaded tyres, plus an efficiency study on the manufacture of retreaded tyres and to continue with programmes initiated by the Chair of the AER.
With respect to the Ministry of Industry, the AER wants to continue with the tasks of market control and support to the sector as a National Industry, modification of the ITV
manual and access to the manufacture and homologation of snow tyres in extreme conditions. The AER also intends to hold a technical meeting with its neighbours of Portugal and to share those issues that impact upon both Associations.
With respect to Bipaver, it will continue to collaborate in the work of the anti-dumping investigation and anti-subsidy of Chinese tyres, as well as in the 3PMSF Marking for retreaded tyres, and on the labelling of retreaded tyres; this an area where the industry is cooperating with ETRTO in seeking an appropriate method for labelling retreaded truck tyres. Finally, as presidents of the AENOR Tyres sub- committee, “The Cycle of Use”, the AER will continue to press for retreading to remain the most cost- effective and environmentally friendly option for tyre use.
The AGM was closed by Salvador Pérez, president of AER, who stressed that there is much to be done, and whilst they are few in number they were sufficient to defend an industry that is necessary for Spain to comply with the energy and environmental policies that are being implemented in Europe. According to Pérez, "without us, the tyre would not comply with the Circular Economy policy, as demonstrated in the report prepared by Ernst and Young, and it is our obligation to continue investing in quality and technology."

The Spanish Association of Recycled Tyres (AER) held its General Assembly on January 25, which highlighted the challenges that await the sector and its essential role in the so-called "circular economy".
The Assembly began with the management report, which highlighted the importance of the start of the work of the European Commission, which has begun to carry out actions aimed at defending and promoting the use of retreaded tyres as an industry necessary for compliance with the circular economy of the tyre, initiating an investigation into anti-dumping
practices against the massive imports of cheap Chinese tyres.
Another important issue for the AER during 2017 was the adaptation that their products have made to comply with the requirements of new legislation, regarding the efficiency of their tyres and their behaviour in wet and snow in extreme conditions, in addition to noise. The AER has also worked on the new revision of the Technical Manual of ITV, reaching a consensus in the technical documents, with regard to tyres mounted on the same axle and renewed on different manufacturer’s carcasses.
