     of all demand for retreaded tyres in the portfolio of orders of Retread Almaty in 2016. However, in the future this situation may change, since according to Abilkairov the main and most promising direction of business development is associated with cooperation with private transportation carriers and their truck fleets.
Situation with rest of the industry is rather unclear
In addition to Retread Almaty, Kazakhstan has three other officially registered retreading companies, which are operating in different regions of the country. The first of them is Tatkap, a subsidiary of the Turkish Tatko Group.
The Tatkap facility is located near Karaganda city in the north-western part of the country, where there are also based a significant number of
mines for the production of coal, uranium and some industrial minerals. Tatkap turns to be the only company in the country working with off-the-road (OTR) tyres. It has been operating since 2008, using the Orbit System technology.
According to official company information the price of a retreaded OTR tyre is 50 per cent of the price of a new tyre, while its lifecycle will amount to 80 per cent of the lifecycle of new tyre. In addition to retreading, Tatkap is conducting repairs of local damage, including punctures, lateral cuts and tread damage, with the use of equipment, materials and technology of the German brand Rema Tip Top. Another Kazakhstan retreading facility is located in the complex of Kama-Kazakhstan in Astana. Here, at the territory of the company has the capacity for both the
production and retreading of truck tyres. The retreading line has a declared capacity of 12,000 tyres per year, but it remains mostly unused. Announcing the launch of this facility, the Minister of Industr y and Trade of Kazakhstan Ravil Zaripov, suggested that K ama- K azakhstan will establish several retreading plants in various regions in the future. The company is a subsidiary of the Russian tyre company TD Kama, which conducts retreading of 35,000 tyres at a plant in Niznekamsk.
Also, in 2014 there was the launch of a plant for the production of retreaded tyres by the LLP Kazshinservis Company near the city of Rudny in the Kostanay Oblast of Kazakhstan. As stated by the company’s officials, this facility among others will be focused on exports of retreaded tyres to China. With the investment cost of KZT 150 million (US$
815,000) this plant is conducting the retreading of up to 1,000 tyres per year and is also recycling of tyres which are not fit for retreading.
Speaking about the general prospects for the retreading industry of Kazakhstan, it should be said that its future is tightly connected with the technical regulation of the Eurasia Union for the compulsory ecological utilisation of used tyres. For now, 95 per cent of all tyres in the country are being sent to landfill sites or incineration plants. Compulsory recycling should be introduced on January 1, 2017, but most market participants believe it will be postponed, since the Eurasia Commission has failed to establish a relative legal framework for the operation of a system of tyre collection as well as a system of monitoring compliance with the new demands.
