nerations. Figures from the Rubber Manufacturers Group of the National Society of Industries, which was co-operating with Ms Rojas, show that retreading companies are concen- trated in the bus and truck tyre sectors, with a significantly higher volume of informal companies, 250 in total, compared with only 15 formal players. In addition there are four formal companies producing OTR retreads.
THE MARKET SCENARIO
In terms of units the formal sector accounted for 235,000 truck and bus tyres units per annum compared with 115,000 from the informal sector. OTR retread units numbered 5,000 pieces per annum.
It should also be noted that the leading new tyre manufac- turers sustain important efforts in innovation and develo- pment, so that tyres can be retreaded. Likewise, the most important companies involved in retreading frequently in- novate their processes. During the visits made by Ms Rojas to the companies performing retreading and repair, it was possible to confirm the high technical and technological level with which they carry out these activities, both for bus and truck tires as well as OTR tyres. These companies label and mark their tyres to keep their history and traceability and count the number of times they are retreaded.
Technical visits were also made to informal retreading and repair activities, where different levels of informality and a variety of services was observed:
Firstly, it was observed that there is “formality in the infor- mal” because there is a company that has been dedicated to retreading and repair for more than 20 years, with a high technical level in facilities that have ad-hoc machinery from specialised suppliers, with trained personnel and with spe- cific services, where services are provided to established

customers who transfer tyres and not the sale of parcelled services. This company stamps its brand on the tyre it repairs or retreads. However, the company does not have all the au- thorisations required by law.
Secondly, it was observed that there are activities that have been passed down through several generations, with an en- tire family distributing throughout Peru, where services are performed using domestic artisanal technology. In these ac- tivities they optimise to the maximum the tyres that they can receive, evidencing the generation of “bewitched” tyres manufactured from the rescue of the tread of a tyre and the carcass of another tyre, all united with the process of adding rubber and utilising the vulcanisation process. These opera- tions work in such a way that clients contract only the vulca- nisation service, bringing the tyre for vulcanisation with the tread already in place, this service having been provided by an operator specialising in that particular task.
It was also observed that there are a number of precarious operations that do not have the facilities to carry out their
