Long-term readers of Retreading Business will be aware that for a number of years the editor of this journal served as the Director of the UK’s tyre retreading association, the RMA, now sadly no longer in existence.
It was not an easy time. Trying to persuade small, independent retrea- ders who are focused on their own survival to engage in association matters can sometimes feel a little like herding cats, and explaining to non-members why it is worthwhile to invest a couple of thousand pounds a year per year in making sure their industry had adequate representation with the relevant authorities, both on a national le- vel and internationally, was often a thankless task – only marginally easier than explaining to the governments of that time, why retreads were a sustainable and environmentally friendly product.
However, the recently announced news that the European General Court had made the decision to annul the anti-dumping and anti-sub- sidy duties on Chinese commercial vehicle tyres that had been in pla- ce since 2018 and which had been fought so hard for by the European new tyre and retreading sectors, is a stark reminder of the vital ro- le that has been played by BIPAVER and the various national trade associations in protecting the interests of SME retreading over the years.
Over the last 25 years BIPAVER has been at the heart of develop- ments in the retreading industry, dealing with issues such as the Eu- ropean adoption of ECE 108 and 109, the challenges posed by the General Safety Regulation 661/2009 and the 1222/2009 Labelling regulation, which threatened to see off SME retreading for good and, anti-dumping and anti-subsidy measures against Chinese TBR manu- facturers.
