It is impossible to hold any discussion about the most important developments to take place in the European retreading industry         without mentioning the development of the ECE 108 and 109 retreading standards and their subsequent entry into EU law as man- datory requirements. Without a doubt the introduction of the Standard has had a seis-
mic effect on the retreading sector, not only harmonising technical standards across Eu- rope and raising the whole image of retreads          on the consolidation and professionalisation of the sector that took place during the late 1990s and early 2000s.
When Retreading Business was established
in 1997 the move to create a new Stan- dard for the retreading sector had already been ongoing for several years. In the early 1990s, in response to a feeling that the re- treading industry needed to equip itself with standards to regulate its activity, a Working Group was established within BIPAVER’s Te- chnical Committee under the leadership of Brenno Benaglia from Marangoni.
This Group, consisting of representatives from six European trade associations - na- mely AIRP (Italy), BDKBV (Austria), BRV (Germany), CNCPIR (France), DSL (Den- mark), and RMA (United Kingdom) spent over a year putting together a draft proposal for a Standard on 13 September 1994, which became a full proposal in October that year.
