    EU Implements Definitive
Anti-Dumping Measures
Against Chinese TBR Imports

 On September 12th, the new VMI extrusion technology centre and manufacturing facility was officially opened by Mrs Karin
Cham, Bavaria, Germany, ten kilometres from the former location in Runding.

After VMI acquired the extrusion division of AZ Formen-und Maschinenbau GmbH in 2004, VMI Extrusion continued at a location adjacent to AZ in Runding. The growth and ambitions of VMI with its extrusion equipment activities however required a more modern building. The new facility is located on the industrial area in
play a key role in the development, engineering, testing and delivery of VMI’s extrusion equipment. This includes equipment for integration in VMI’s tyre production systems and tyre retreading systems as well as for VMI’s extruder programme for the technical rubber- and tyre industry. The production and assembly of VMI’s extruders takes place both in Cham and in VMI’s new production facility in Leszno, Poland.
                The European Commission has published today the definitive confirmation of the implementation of Anti- Dumping Measures against Chinese Truck and Bus Tyre imports, following the positive decision made by the Anti- Dumping Committee on 3 October.
The measures, which will come into effect tomorrow 23 October and which replace with immediate effect the previously applicable provisional measures, stipulate the application of duties ranging from 42,73€ to 61,76€/tyre.

All over-payments of Chinese manufacturers/importers in relation to the installed provisional measures will be refunded.
Today, on Monday 22nd October, the Committee will also decide about the proposed Anti-
Subsidy measures. BIPAVER, in a statement, said that it also expected this be a positive decision. BIPAVER pointed out that this would not change the overall level of today’s duties but might
change the repartition of the set amount between SUBSIDY and DUMPING impact. Due to the fact that a SUBSIDY impact is more “sustainable” for political reasons, BIPAVER expressed the hope that this influence is set as high as possible. The official announcement of the AS decision is expected around the 7th November 2018.
According to BIPAVER, there is still a possibility for the Chinese manufacturers/importers to appeal against the Anti-Dumping measures, but the Federation said the EC is confident about the decision being upheld in the event such an appeal is initialised.
“We are very glad and satisfied that the EC has reached this decision after such a difficult and complex investigation and we would like to thank all supporting parties/persons for their contributions and efforts,” said BIPAVER in a statement. “We would also compliment DG TRADE for its detailed analysis in this case. This is really an important step for our industry to secure a fair competition in the European TBR market.”
HEXPOL Acquires Kirkhill Rubber
   Galgo Obtains ISO 9001:2015 Certification
HEXPOL has announced the acquisition of Long Beach, California based rubber compounder Kirkhill Rubber from founder Edward Reker, his family and co-owners. Kirkhill, whose business includes rubber compounds for the OTR and retreading segments as well for the aerospace and medical industries, was purchased by HEXPOL for a price of USD 49 million. The company has annual sales in the region of USD 46 million.
Kirkhill Rubber brings extensive knowledge in highly engineered
elastomers and with their wide range of equipment including specialty equipment and complete laboratory testing facilities, the acquisition is expected to enhance HEXPOL’s goal to be the very best compounder.
Kirkhill Rubber’s recently acquired state of the art facility in Long Beach, California will be the sole manufacturing plant of Kirkhill. The production in Downey, California will be transferred to Long Beach and the production in Athens, Georgia will be transferred to

For the past 19 years, Galgo has successfully maintained high international quality management standards and regulations required to obtain the ISO 9001 certification. This year, the certification was again received for Galgo’s
manufacturing plants located in Tula, San Juan del Río and Santiago Tianguistenco, and their corporate offices located in Mexico City.
